July is considered to be the start of the "rainy season", although the rains have been starting later in recent years. It is a quieter month generally, and remains hot. You can escape the risk of heavy rain if you travel in the Visayas region, in areas such as Cebu and Bohol, which are not as affected as the very north of the Philippines.
